Nightclub Owner Found Guilty of Fire Safety Breaches

Mr D Hook of the Cellar Bar, King Street, Blackburn was prosecuted under the Regulatory Reform (Fire Safety) Order 2005 by Lancashire Combined Fire Authority on 17th January 2008.

The prosecution began after a complaint regarding overcrowding which was investigation by the Fire Authority.

A full fire safety inspection was carried out which highlighted the serious fire safety breaches.

In court, Mr Hook pleaded guilty to five offences under the Regulatory Reform (Fire Safety) Order 2005 including failure to carry out a risk assessment and provide training for staff.

The magistrates found Mr Hook guilty of all five offences and he was ordered to pay a fine of £6,000 and costs  to the Authority £2,000.
